justify;\">Institui a Pol\u00edtica de Justi\u00e7a Itinerante no \u00e2mbito do Tribunal de Justi\u00e7a do Estado do Esp\u00edrito Santo, disciplina sua organiza\u00e7\u00e3o, funcionamento, monitoramento e governan\u00e7a, e d\u00e1 outras provid\u00eancias.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">O EGR\u00c9GIO TRIBUNAL DE JUSTI\u00c7A DO ESTADO DO ESP\u00cdRITO SANTO, no uso de suas atribui\u00e7\u00f5es legais e regimentais,\u00a0e, tendo em vista decis\u00e3o un\u00e2nime do Egr\u00e9gio Tribunal Pleno, em Sess\u00e3o Administrativa Extraordin\u00e1ria do dia 19 de mar\u00e7o de 2026,<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO o disposto no art. 125, \u00a7 7\u00ba, da Constitui\u00e7\u00e3o da Rep\u00fablica;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO a Resolu\u00e7\u00e3o n\u00ba 460\/2022 do Conselho Nacional de Justi\u00e7a;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO a Pol\u00edtica Judici\u00e1ria Nacional de tratamento adequado dos conflitos de interesses;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO as Metas Nacionais do Poder Judici\u00e1rio, notadamente aquelas voltadas \u00e0 concilia\u00e7\u00e3o, produtividade e amplia\u00e7\u00e3o do acesso \u00e0 justi\u00e7a;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO a necessidade de interioriza\u00e7\u00e3o da presta\u00e7\u00e3o jurisdicional e de racionaliza\u00e7\u00e3o da demanda judicial;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">RESOLVE:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO I<\/p>\n<p style=\"text-align: justify;\">DAS DISPOSI\u00c7\u00d5ES PRELIMINARES<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 1\u00ba Fica institu\u00edda, no \u00e2mbito do Tribunal de Justi\u00e7a do Estado do Esp\u00edrito Santo, a Pol\u00edtica de Justi\u00e7a Itinerante, destinada a assegurar o acesso \u00e0 justi\u00e7a por meio de atua\u00e7\u00e3o descentralizada.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 2\u00ba Para os fins desta Resolu\u00e7\u00e3o, considera-se Justi\u00e7a Itinerante a presta\u00e7\u00e3o jurisdicional e de servi\u00e7os correlatos realizada fora das depend\u00eancias das unidades judici\u00e1rias, de forma presencial ou remota.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 3\u00ba A Pol\u00edtica de Justi\u00e7a Itinerante observar\u00e1 os princ\u00edpios do acesso \u00e0 justi\u00e7a, efici\u00eancia, celeridade, consensualidade, economicidade, coopera\u00e7\u00e3o e inclus\u00e3o social.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO II<\/p>\n<p style=\"text-align: justify;\">DA GEST\u00c3O E COMPET\u00caNCIA<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 4\u00ba A gest\u00e3o da Pol\u00edtica de Justi\u00e7a Itinerante caber\u00e1 ao N\u00facleo Permanente de M\u00e9todos Consensuais de Solu\u00e7\u00e3o de Conflitos, observadas as diretrizes do Conselho Nacional de Justi\u00e7a.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 5\u00ba Compete ao NUPEMEC:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 planejar, coordenar e supervisionar as a\u00e7\u00f5es de Justi\u00e7a Itinerante;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 estabelecer diretrizes operacionais e protocolos de atendimento;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 definir cronograma anual de atua\u00e7\u00e3o;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 identificar \u00e1reas priorit\u00e1rias com base em dados institucionais;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">V \u2013 promover capacita\u00e7\u00e3o cont\u00ednua;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">VI \u2013 consolidar dados estat\u00edsticos e relat\u00f3rios gerenciais;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">VII \u2013 monitorar o cumprimento das metas institucionais.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 6\u00ba As unidades judici\u00e1rias prestar\u00e3o apoio \u00e0 execu\u00e7\u00e3o das a\u00e7\u00f5es, conforme planejamento aprovado.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO III<\/p>\n<p style=\"text-align: justify;\">DO ALINHAMENTO ESTRAT\u00c9GICO<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 7\u00ba A Pol\u00edtica de Justi\u00e7a Itinerante ser\u00e1 orientada pelas diretrizes estrat\u00e9gicas do Conselho Nacional de Justi\u00e7a, especialmente:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 incremento dos \u00edndices de concilia\u00e7\u00e3o;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 redu\u00e7\u00e3o do acervo processual;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 est\u00edmulo \u00e0 solu\u00e7\u00e3o consensual de conflitos;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 melhoria da produtividade jurisdicional;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">V \u2013 amplia\u00e7\u00e3o do acesso \u00e0 justi\u00e7a.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO IV<\/p>\n<p style=\"text-align: justify;\">DA EXECU\u00c7\u00c3O DAS A\u00c7\u00d5ES<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 8\u00ba A Justi\u00e7a Itinerante ser\u00e1 executada por meio de:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 unidades m\u00f3veis;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 instala\u00e7\u00e3o de postos de atendimento tempor\u00e1rios;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 realiza\u00e7\u00e3o de mutir\u00f5es e a\u00e7\u00f5es concentradas;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 utiliza\u00e7\u00e3o de plataformas digitais.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 9\u00ba As a\u00e7\u00f5es observar\u00e3o crit\u00e9rios objetivos de prioriza\u00e7\u00e3o, incluindo:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 vulnerabilidade social;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 dificuldade de acesso geogr\u00e1fico;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 aus\u00eancia ou insufici\u00eancia de servi\u00e7os judiciais;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 potencial de solu\u00e7\u00e3o consensual.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO V<\/p>\n<p style=\"text-align: justify;\">DOS SERVI\u00c7OS<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 10. No \u00e2mbito da Justi\u00e7a Itinerante poder\u00e3o ser prestados:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 orienta\u00e7\u00e3o jur\u00eddica;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 solu\u00e7\u00e3o consensual de conflitos;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 aterma\u00e7\u00e3o e encaminhamento de demandas;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 realiza\u00e7\u00e3o de audi\u00eancias;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">V \u2013 articula\u00e7\u00e3o com servi\u00e7os p\u00fablicos e rede de prote\u00e7\u00e3o social.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO VI<\/p>\n<p style=\"text-align: justify;\">DO MONITORAMENTO E AVALIA\u00c7\u00c3O<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 11. O monitoramento das a\u00e7\u00f5es ser\u00e1 realizado de forma cont\u00ednua pelo NUPEMEC.<br \/>\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 12. Constituem indicadores m\u00ednimos de desempenho:<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">I \u2013 n\u00famero de atendimentos realizados;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">II \u2013 percentual de acordos celebrados;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">III \u2013 volume de demandas solucionadas;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">IV \u2013 tempo m\u00e9dio de resolu\u00e7\u00e3o;<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">V \u2013 abrang\u00eancia territorial das a\u00e7\u00f5es.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 13. Os dados ser\u00e3o sistematizados e encaminhados ao Conselho Nacional de Justi\u00e7a, na forma das normas vigentes.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO VII<\/p>\n<p style=\"text-align: justify;\">DA GOVERNAN\u00c7A<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 14. A governan\u00e7a da Pol\u00edtica de Justi\u00e7a Itinerante ser\u00e1 exercida pelo NUPEMEC, com apoio das unidades judici\u00e1rias.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 15. O NUPEMEC poder\u00e1 expedir atos complementares necess\u00e1rios \u00e0 execu\u00e7\u00e3o desta Resolu\u00e7\u00e3o.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO VIII<\/p>\n<p style=\"text-align: justify;\">DAS PARCERIAS<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 16. O Tribunal poder\u00e1 celebrar instrumentos de coopera\u00e7\u00e3o com \u00f3rg\u00e3os p\u00fablicos e entidades privadas, visando \u00e0 amplia\u00e7\u00e3o e \u00e0 efetividade das a\u00e7\u00f5es.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">CAP\u00cdTULO IX<\/p>\n<p style=\"text-align: justify;\">DAS DISPOSI\u00c7\u00d5ES FINAIS<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\">Art. 17.
